Public Safety
In 2002, Anaheim's Firefighters and Police Officers PACs
scrutinized all of the candidates running for Mayor. They looked at the
candidates' records and considered what they would do as Anaheim's Mayor.
Because public safety is her #1 priority, the firefighters and police officers endorsed Councilwoman Lucille Kring
in that election.
As Councilwoman, she will
keep public safety the first priority of city government.
Anaheim's violent crime rate is lower than all other
resort destinations in the country -- Orlando, Las Vegas, New York City, San
Diego, San Francisco, Honolulu and Long Beach. The Anaheim Police
Department needs additional police officers to keep up this good work. Lucille will make sure the
Police Department has the resources to keep crime rates low. She plans to
further reduce crime rates by hiring more police, strengthening community
policing, and keeping the INS officer stationed at City Jail.
We need a new fire station on the West side of the city,
and she will find the resources to make it happen.

Anaheim Public Utility
Anaheim Public Utilities is the
only municipal water and electric utility in Orange County. Our
electric rates are the lowest in Orange County and quality water is
delivered at a competitive price.
Electric
rates are about 40% lower than any other Orange County community. Anaheim
residents and businesses saved nearly $16 Million in 2000 because of our low
electricity rates.
In 1999, as your
Councilwoman, Lucille Kring led the successful effort
to repeal a 2.85% "public benefit" tax, saving ratepayers an
additional $7,000,000 per year -- each and every year.
Anaheim's low electric rates helped attract or retain
17,000 jobs during the last decade.
Anaheim
residents are more than customers, they are all equal owners of our public
utility.

Traffic Congestion &
Transportation
Lucille Kring believes we
must make our city more livable by addressing quality-of-life issues like
traffic congestion and transportation.
We have too much traffic congestion in Anaheim –
our residents and visitors waste hundreds of frustrating hours each year
sitting, not moving, on our city streets. We need a councilwoman with the
vision and experience to work with CalTrans, OCTA and the city’s Transportation
Department to find real solutions. This will lead to less waiting in traffic
and less time wasted. Lucille will also work to synchronize traffic lights for
still more efficient movement of traffic.

Neighborhood
Revitalization & Housing
Lucille Kring
believes in putting our neighborhood needs first -- tree trimming, potholes,
sidewalk repairs, neighborhood appearance and -- always -- public safety.
We need to pay attention to all of our neighborhoods throughout
the city, and to use our resources to maintain and improve them. Here's
Lucille's plan for improving Anaheim's neighborhoods:
It’s time to put more
time, money and resources into the city’s neighborhoods. The resort area is
beautiful, successful and profitable. As your Councilwoman, I fought to have $4
million dollars allocated each year from resort funds to be used outside the
resort area for neighborhood improvement each year, but that is not enough. I
believe there is more money available, and I will fight for it.
With these additional
monies, here’s my plan to improve Anaheim’s neighborhoods: 1) Develop a sign
ordinance for businesses on our major streets to clean up visual clutter created
by the current signs; 2) Fast-track undergrounding of utility lines in our
neighborhoods; 3) Change the law so stolen shopping carts can be removed from
our streets and sidewalks in one day, as opposed to current law that requires
the city to wait three days before removing them; 4) Add more money in the
budget for tree trimming, sidewalk repair and storm drain improvement; 5)
Create landscape medians on major thoroughfares; 6) Maintain the integrity of
the Colony District; and 7) Preserve and develop more open space in the Hills.
I will work with
school districts to light their sports fields to increase the supply of
recreational facilities available for community use, but not where it would have
a negative impact on neighbors.
For example, West Anaheim had been ignored for years
before Lucille Kring was elected to City Council. The city just broke ground
on an $11.5 Million police station, gym and youth center. Lucille is
working with Orange County and Supervisor Cynthia Coad to turn Carbon Creek into
a bike trail and to bring the Tiger Woods Foundation to Dad Miller Golf Course.
Another quality-of-life issue that must be addressed is
housing. Housing is a growing problem in our city.
The city needs to be more responsive to allow
developers leeway to build housing for all economic levels. Affordable housing
is difficult for developers to build due to the cost of the land. The city can
help by aggressively going after federal, state and other housing funds to help
developers and non-profit organizations fulfill affordable housing needs. The
city can also fast-track and streamline processes to save developers money.
Lucille wants to bring vibrant new projects to all areas
of the city -- projects that increase our property values and make our city a
better place.

After-School
Programs
As a board member of the Anaheim Family YMCA, Lucille Kring knows how important
it is for the city to work with school districts and non-profit organizations
such as the YMCA, Boys and Girls Club, Disney Goals and the Anaheim Police
Athletic League to provide more after school programs for our kids.
She will lead that
effort by working with these non-profit organizations and the seven
independent school districts that serve Anaheim residents to create new
after-school programs and expand existing after-school programs to provide
constructive recreation and development opportunities for Anaheim's youth.
Study after study on youth crime show that the after-school hours provide the
greatest opportunities for youth crime and that the most effective way to reduce
youth crime is to provide effective after-school programs. Lucille will
make this happen with her relationships with school district officials and
leaders in community organizations that serve the youth of Anaheim.

Create More Jobs
Lucille Kring will bring new businesses to Anaheim
to create stability in the City's revenue base.
As a businesswoman, Lucille knows how important
it is to have a one-stop shop at City Hall for businesses and developers, saving
them and the city time and money. Let’s make it easier for people to do
business in Anaheim. Anaheim needs to attract more companies with high-paying
jobs that provide the services and products our residents need and want while
providing a tax base for the city and
its residents.

Golf Courses and Recreation
Facilities
You may have heard about the
new clubhouse at Anaheim Hills Golf Course.
While designing and evaluating the new clubhouse
at Anaheim Hills Golf Course, Lucille was the voice on council who
insisted the banquet room be increased from 250-person capacity to 350. She
made it happen and is pleased to report it has been a huge financial success for
the taxpayer. It is a beautiful facility for the community. The
new clubhouse was funded by increased golf fees to pay for the new clubhouse so that we would
NOT have to use YOUR tax dollars.
Anaheim's
two golf courses put $2.3 Million into the city's general fund each year.
This money goes for police, fire, neighborhood improvement, parks, libraries,
etc. This new clubhouse will pay for itself, and be available for ALL OF
US -- not just golfers. It's a win-win proposal.
We need to look for additional opportunities throughout
the city where we need parks, sports complexes, community facilities and youth
facilities. For example, Lucille will work
with school districts to light their sports fields to increase the supply of
recreational facilities available for community use, but not where it would have
a negative impact on neighbors.

Convention Center & Resort
District
The convention center and resort
district are at the heart of Anaheim's international reputation. Revenues
generated by conventioneers and tourists generate funds over and above the
city's cost of providing services. These are assets which must be properly
managed and maintained for the benefit of Anaheim residents. Lucille is
committed to investing a minimum of $4 Million from Resort District revenues
every year into neighborhood revitalization -- with Lucille Kring on City
Council, neighborhoods will be a high priority.

Efficient
City Government
Lucille Kring remains
committed to using your tax dollars efficiently and effectively.
In 1998, as your Councilwoman, Lucille promised to eliminate the 2.85%
electric utility "public benefit" tax that was mandated by the state. She
worked with the city manager's office and the general manager of the utility
department and removed this tax, saving Anaheim residents $7 Million per year. She makes promises and she
keeps them.
Lucille has always supported a
one-stop shop for businesses and developers coming into the city, saving them
AND THE CITY time and money. Let's make it easier for people to do
business and bring revenue into Anaheim. We need political will and
leadership to make it happen, and Lucille Kring will make sure it gets it
done.
Lucille Kring will protect our City's and
taxpayers' assets -- like the Convention Center, the Little Arena, the golf
courses and the utility department. They generate a tremendous amount of
money every year on an ongoing basis which should be used for the benefit of all
Anaheim residents.
